Born in New Zealand, Campbell moved to England in 1966 to pursue his career as a cinematographer. He graduated from cameraman to line producer for a film called Scum, then moved on to producer for Black Joy, a film shown at the Cannes Film Festival. Campbell debuted as a director with an action series for British television called The Professionals and followed it with the television series Shoestring and the BBC's Edge of Darkness, for which he won a BAFTA TV Award for Best Drama Series.
